Submit a New Proposal
The TransNow RFP is now closed. If you submitted an abstract:
Full proposals and budgets are due February 28, 2011 by 5:00 pm. Proposals must be submitted before 5:00 pm and no changes can be made. Late Proposals will not be accepted.
Please remember that TransNow funding is contingent upon USDOT federal funding.
All proposals must be in compliance with our Eligibility Rules and Restrictions section below in order to be considered. Incomplete proposals will not be accepted. Late proposals will not be considered for research funding for the current cycle. Notice of project acceptance or rejection for those PIs who submit their completed proposal by the submittal deadline will begin March 2011.

Funding Priorities
Research projects funded by TransNow should fall within one of the three major theme areas:
- Traffic Operations with an emphasis on ITS
- Freight Operations and Logistics with an emphasis on freight mobility
- Infrastructure Construction with an emphasis on smart infrastructure and rapid construction
TransNow will give priority to proposals for new projects that address tribal transportation issues in 2011. For more information, please contact Interim Director, G. Scott Rutherford.
Eligibility Rules and Restrictions
- Peer review ratings must be 3.0 or greater for a proposal to be considered for funding.
- All projects will be reviewed for merit and impact.
- There is no limit on project funding size, but the BOD may adjust awards due to budget or other considerations.
- TransNow will distribute approximately $1M for research in the 2011-2012 RFP.
- Priority will be given to proposals which provide support to students.
- Proposals are accepted in TransNow's theme areas and priority is given to those that align with Washington State or Regional DOT projects and/or priorities. The center theme is Transportation Operations and Infrastructure.
Match Letters:
Match letters are not due with the proposal on the 28th; however they are due prior to project funding.
There will be no distinction between cash and in-kind cost sharing. TransNow will use a 3:2 ratio for awarding funds, i.e. for every $150 of funding you bring, TransNow will give you $100. Please keep in mind that cash vs. in-kind will still be used for decision making by the board. That is, all else being equal, a proposal with cash match would be funded over one using in-kind.
WSDOT Matches: If you plan to submit a TransNow proposal that will require match from WSDOT, please work with a program manager as you prepare your project. WSDOT managers will make every effort to provide match for your projects if you have support from the WSDOT technical staff in advance. Please keep them informed of your intentions. If you have not yet contacted WSDOT and are interested in receiving matching funding please contact the Research Manager responsible for your topic area - immediately.

Project Length: Projects can be up to two years in length with one no-cost six month extension. All funding is dependent on continued federal appropriations and could be cut off after one year or less.
PI Eligibility: Each university determines who is eligible to be a Principal Investigator. If a potential PI falls outside of the traditional Principal Investigator definition, please contact Scott Rutherford.
Budget Assistance: Principal Investigators have the option of completing their budget sheets independently or asking TransNow to assist them.
Potential PIs must not be delinquent on any required TransNow reporting (such as incomplete reporting of matching funds, a late or missing final report, or technology transfer implementation reporting). Proposals may still be reviewed, but not approved for funding until all requirements have been met.

Page Limit: There is a 4 page limit on sections 1-5 of the project text. References, workplan and resumes of project staff are not included in the 4 page limit.

Post Award
PIs who are late or delinquent on any required reporting will have their budgets frozen and will be unable to apply for future funding.
