New Research Proposals

The Transportation Northwest Regional Center (TransNow) is accepting proposals for new research projects for its 23rd year of center funding: July 1, 2010 - June 30, 2011. Online submission is open.

All proposals must be in compliance with our Eligibility Rules and Restrictions section below in order to be considered. Incomplete proposals will not be accepted. Late proposals will not be considered for research funding for the current cycle. Notice of project acceptance or rejection for those PIs who submit their completed proposal by the submittal deadline will occur in April.

New in 2009: TransNow is Green!

TransNow will give highest priority to proposals for new projects that address green transportation construction and operations. For example:

  • Projects that investigate the impacts of proposed approaches to reduce the carbon footprint or increase the sustainability of transportation systems. Examples include projects that investigate the impacts of new approaches to congestion reduction, rapid construction, use of recycled and/or improved construction materials, etc.
  • Projects that develop new methods or inventions that promote the "green" maintenance, preservation, and construction of transportation systems. Examples include research projects that investigate the development of alternative fuels, methods for evaluating transportation "greenness", new types of sustainable energy systems, etc.
  • Any other projects (including both research and education projects) that can come under this overall priority area of green transportation construction and operations.

TransNow's current emphasis on green transportation research will favor the selection of new research proposals that address this priority area. If such proposals receive successful peer review evaluations, they will be selected for funding first, before all other new project proposals. Since, historically, the total annual amount of federal funds requested in new proposals to TransNow has greatly exceeded our annual budget for new research projects, proposals that don't involve green transportation research will have a much lower likelihood of being selected for funding than those that have this research emphasis.

Also New in 2009: Local Cash Match Earns More TransNow (Federal) Dollars!

New project proposals for which the cash portion of the total proposed local match is equal to or greater than the requested federal award, will now use a ratio of federal dollars to minimum required total local match of 7 to 10 (formerly 6 to 10). New project proposals with a local cash match amount that is greater than 50%, but less than 100% of the total amount of federal dollars requested, will now use a ratio of federal dollars to minimum required total local match of 6 to 10 (formerly 5.5 to 10). The match ratio for project proposals with less proportional cash match will remain the same, 5 to 10. A detailed description can be found on the Budget template spreadsheet.

Eligibility Rules and Restrictions

  • Each proposal must have a research focus that falls within one of the three TransNow theme areas:

    1. Traffic Operations with an emphasis on ITS
    2. Freight Operations and Logistics with an emphasis on freight mobility
    3. Infrastructure Construction with an emphasis on smart infrastructure

    Proposals with a focus in one of the theme emphasis areas (ITS, freight mobility, or smart infrastructure) will be given top priority.

  • Potential PIs must not be delinquent on any required TransNow reporting (such as incomplete reporting of matching funds, a late or missing final report, or technology transfer implementation reporting). Proposals may still be reviewed, but not approved for funding until all requirements have been met.

  • Potential PIs must be UW or WSU Research or Tenured Track Faculty who are Assistant, Associate, or Full Professors.

Proposal Details and Deadlines

PART A must be submitted no later than 10:00 a.m. (PST) Friday, February 19, 2010. This part of the proposal requires the following information:

  • Title and Abstract
  • Research Theme Area
  • Green Priority Description

PART B must be submitted no later than 5:00 p.m. (PST) Wednesday, March 31, 2010. This part of the proposal consists of the following sections:

  • PI Information
  • External Project Contact Information
  • Project Text
  • Proposed Budget
  • Project Details

Post Award

PIs who are late or delinquent on any required reporting will have their budgets frozen and will be unable to apply for future funding.
